How come the Bible says that ALL Israel is saved although they don’t believe in Jesus?

No, because you have to look at the Bible in its full context, not just pick and choose verses. Israel is saved because they are God’s chosen people. Though most of them do not do so now, one day they will acknowledge that Jesus is Lord. Gentiles (the rest of us) were extended God’s grace through Jesus’ birth, death and resurrection.

If you read what Paul says, he does NOT say that Israel will be saved without Jesus.
Rom 11:26 – and so all Israel will be saved; as it is written, “The Deliverer will come from Zion, he will banish ungodliness from Jacob; and this will be my covenant with them when I take away their sins.”
The One taking away sins is Jesus.

The Israel in the Bible that is saved is not literal Israel; but spiritual Israel. Revelation 7:4-8 refers to them as the 144,000. These are made up of anointed Christians who are “Israelites” in a spiritual sense.
